The Regional Director's Office (ORD) in Panama City provides strategic leadership and coordination across the region, ensuring operational excellence and alignment with organizational goals to advance the Sustainable Development Goals.

Job Purpose

The ICT Officer - Technological Innovation will play a key role in promoting sustainable, results-oriented solutions to support the UNOPS LCR ORD office. This involves integrating AI-driven solutions, automation, and data analytics to enhance planning, design, construction, and project management processes. The role will also focus on developing innovative digital solutions to address organizational challenges through information automation, data collection, and analysis. Furthermore, the position is responsible for building capacity by providing technical guidance and training to staff on AI and data analysis, promoting effective adoption of new tools, and optimizing data collection and reporting processes through the design and implementation of reporting tools and dashboards for strategic decision-making.

Responsibilities

The ICT Officer will manage, analyze, and visualize data by designing, building, and maintaining optimized solutions in cloud platforms like Google BigQuery, ensuring data integrity and availability. This includes developing and automating interactive reports and dashboards using BI tools for strategic decision-making and analyzing data to identify trends and insights for project optimization. The role involves optimizing data collaboration flows with project teams, ensuring data quality and utilization, and implementing data governance policies for traceability and privacy. Additionally, the officer will manage and continuously improve existing monitoring and oversight tools and applications, providing technical support to users. The position also entails process innovation by researching and proposing new tools and methodologies, creating internal applications for automation, and exploring AI applications to enhance UNOPS LCR processes. Effective communication of technical concepts to diverse audiences and acting as a technological liaison with ITG and other technology groups are also key responsibilities.

Work Experience

Required experience includes two years in Information and Technology Sciences, a minimum of three years in developing solutions using BigQuery, AppSheet, Apps Script, and Looker Studio, and at least two years in designing, developing, and implementing digital solutions for process automation. Experience in data management, processing, analysis, dashboard development, workflow automation, data integration, and end-to-end data solutions is essential. Experience with Artificial Intelligence is desirable.
