Organizational Context
UNOPS, the UN's operational arm, supports peacebuilding, humanitarian, and development projects globally. This role is part of a joint UN DESA and UNOPS project focused on localizing SDGs through resilient infrastructure. The project aims to institutionalize infrastructure asset management (IAM) practices and strengthen policy frameworks in six countries, including The Gambia, building on previous work.
Job Purpose
The National Technical Consultant will provide crucial technical assistance to local governments for implementing their Asset Management Action Plans (AMAPs) and will lead the recontextualization of the National Infrastructure Asset Management Enabling Environment Roadmap. This involves evaluating progress, revising existing plans, and offering targeted support to ensure effective infrastructure asset management and policy alignment. The role directly contributes to the "Localizing the SDGs through more resilient, inclusive, and sustainable infrastructure (Phase II)" project, enhancing national and local capacities for sustainable development.
Responsibilities
The consultant will review and assess existing AMAPs, establish communication with local government focal points, and develop/deliver workshops to discuss implementation status, challenges, and improvements. They will facilitate the identification of high-priority interventions, draft Terms of Reference for technical assistance, and provide oversight to service providers. For the national roadmap, the consultant will undergo training, review existing assessments, map stakeholders, and develop a consultation plan. They will also design and facilitate a national workshop to evaluate roadmap implementation, producing an updated, government-endorsed IAM Enabling Environment Roadmap. Additionally, the role includes developing a work plan, participating in coordination meetings, contributing to progress reporting, and engaging in project-wide lessons learned discussions.
Work Experience
Required experience includes architecture, infrastructure, or infrastructure asset management, with demonstrated expertise in asset inventories, lifecycle planning, or institutional capacity development. Comprehensive knowledge of The Gambia's public sector and infrastructure challenges is essential. Familiarity with UN IAM tools and SDGs is desirable.
