Job Purpose
The Head of the Project Unit is responsible for the effective planning, implementation, monitoring, supervision, and closure of all projects within the country. This role directly impacts the development and performance of the Project Unit, enhancing UNOPS' visibility and reputation as a leading service provider in project management. By successfully achieving results, the position strengthens UNOPS' position as a partner of choice for sustainable development and project services, contributing significantly to the partner's mandate and the overall mission of the Peace and Security Cluster in Somalia.
Responsibilities
The Head of Project Unit is accountable for project implementation planning, including contributing to programme and project design documents, work plans, budgets, and resource mobilization strategies in collaboration with UNMAS. This involves ensuring implementation plans are viable, adequately resourced, and align with UNOPS policies and context. The role oversees project delivery, managing third-party contractors and grantees, reviewing progress, and taking corrective actions while ensuring compliance with UNOPS standards in finance, procurement, HR, health, safety, and inclusion. Leadership responsibilities include building strategic partnerships with the Chief of Mine Action Programme (CMAP), managing and developing a high-performing Project Unit workforce, promoting teamwork, and fostering an inclusive and safe work environment. Stakeholder management involves supporting the CMAP in relationships with national authorities, UN missions, and donors, and promoting inclusive engagement. The role also emphasizes knowledge management and innovation by incorporating best practices and lessons learned into future project delivery.
Work Experience
Requires a minimum of 4 years of leadership experience, including team supervision and managing complex projects and budgets. Experience in programme or project management within military, humanitarian, conflict, post-conflict, or development contexts is essential. Experience in report writing and review is also required. Experience in developing countries, mine action, peacekeeping, or close collaboration with security forces is desired.
