Organizational Context
The UNOPS Africa Regional Office supports over 250 projects in 40 countries, focusing on fragile and conflict-affected settings. The Central Africa Multi-Country Office (CAMCO) has partnered with governments and organizations across 15 Central African nations since 1999, providing fund management and technical assistance. In the Central African Republic since 2014, UNOPS delivers project management, procurement, and HR services to support national development and peacebuilding.
Job Purpose
The Health, Safety, Social and Environmental Associate will play a crucial role in integrating occupational health and safety, environmental, and social considerations into UNOPS project implementation in the Central African Republic. This position requires close collaboration with project managers and implementing partners to ensure adherence to national and international standards, as well as World Bank Safeguard Policies. The role is essential for ensuring that projects are executed in compliance with environmental and social safeguards, contributing to sustainable development and community resilience.
Responsibilities
The Associate is responsible for coordinating and managing the environmental, social, and occupational health and safety aspects of projects. This includes reviewing proposed mechanisms for environmental and social measures, ensuring compliance with national laws, UNOPS requirements, World Bank Safeguard Policies, and international conventions. The role involves coordinating pre-verification of Environmental and Social Impact Assessments (ESIAs), Environmental and Social Management Plans (ESMPs), and Resettlement Plans. Responsibilities also include preparing for public consultations, reviewing mitigation measures, conducting quality control of safeguard documents, and integrating standard clauses into tender documents. Furthermore, the Associate will coordinate the preparation of regular monitoring and evaluation reports, verify project documentation for compliance, manage the database of environmental and social activities, and ensure rigorous archiving of all related project files.
Work Experience
Required: Proven experience in environmental and social project management, knowledge of World Bank environmental and social safeguard policies, and experience in preparing monitoring and evaluation reports. Desired: Experience working with international organizations or UN agencies, and experience implementing projects in the Central African Republic or similar contexts.
