Organizational Context
UNOPS' Asia Pacific Regional Office (EAPMCO) supports operations across 24 countries, focusing on strategic leadership, operational excellence, and project delivery in areas like energy transition and climate change. In Timor-Leste, UNOPS is supporting a UNEP-led Green Climate Fund project to enhance early warning systems for hydro-meteorological hazards, specifically providing HR and procurement services.
Job Purpose
The Quality Engineering Technician - Associate will provide essential technical expertise for establishing and operationalizing Timor-Leste's air quality monitoring system. This involves ensuring the reliability and functionality of monitoring infrastructure, including sensor deployment and data integration. The role is crucial for enhancing climate data collection and analysis, contributing to effective early warning systems and strengthening public health resilience against environmental hazards. The technician will collaborate with local authorities and stakeholders to build capacity and ensure the system's long-term success.
Responsibilities
The role requires the establishment and operationalization of a national air quality monitoring framework in Timor-Leste. This includes implementing a hybrid ambient air quality monitoring system using low-cost sensors, reference-grade particle counters, and satellite data to collect high-resolution spatiotemporal air pollution data. Responsibilities also encompass developing a mobile application for health-related forecasts and advisories, leveraging hyperlocal air pollution data for real-time alerts and impact assessments. Additionally, the technician will conduct technical training, capacity-building initiatives, and engage local stakeholders through workshops to raise awareness about air pollution, health risks, and mitigation strategies.
Work Experience
Required experience includes troubleshooting air quality sensors and monitoring equipment, conducting site assessments, and proficiency with collaboration tools like MS Office and G-Suite. Desired experience includes technical knowledge of air quality monitoring principles, data analysis, selecting monitoring station locations, coordinating with local authorities, developing training programs, and working in multicultural or UN environments.
