Job Purpose
The Project Manager leads the 'Digitalisation & Systèmes informatiques' component of the PACFC III project in Madagascar, a critical initiative for economic sovereignty and national development. This role is responsible for the comprehensive management of project delivery, ensuring performance, adherence to organizational procedures, and robust quality assurance. The manager will oversee the development and deployment of digital platforms, including a Maritime Single Window, and contribute to the construction of the Customs Academy. The position involves active stakeholder engagement, knowledge management, and personnel supervision, ultimately driving digital transformation within the public sector. This includes enhancing trade facilitation, modernizing port and customs infrastructure, and improving public service delivery through advanced IT systems. The role's contribution is vital for strengthening national resilience, fostering local economic growth, and advancing Madagascar's progress towards its sustainable development goals.
Responsibilities
Lead comprehensive project planning, implementation, and monitoring for the 'Digitalisation & Systèmes informatiques' component, ensuring all deliverables meet defined quality standards and remain within scope, cost, and schedule. Integrate sustainability dimensions, including social, gender equality, environmental, and economic aspects, throughout the project lifecycle. Manage the production of required deliverables, overseeing resource utilization, and initiating corrective actions when necessary. Ensure strict compliance with organizational policies, applicable local laws, international regulations, and technical standards, maintaining accurate and accessible project documentation for audit purposes. Develop and implement robust monitoring and evaluation frameworks with clear indicators, preparing and publishing regular project and financial reports for partners and UNOPS. Actively engage and manage relationships with all stakeholders, including the project steering committee, clients, and key partners, to foster strong working relationships and ensure effective communication and reception of deliverables. Coordinate quality reviews of project documents and deliverables, collaborating with internal and external parties to ensure adherence to audit requirements and supplier quality systems. Foster a dynamic learning environment within the project team, encouraging knowledge sharing, continuous professional development, and timely dissemination of lessons learned. Organize, structure, and motivate the project team, providing regular guidance, conducting fair and timely performance evaluations, and managing recruitment processes while considering gender parity and diversity objectives, and ensuring the safety of all personnel.
Work Experience
A minimum of five years of professional experience in IT project management is required, including at least two years leading digital transformation projects within the public sector. Candidates must also have at least one year of experience managing multi-stakeholder projects involving public institutions, international partners, and private operators, alongside one year in change management. Desirable experience includes knowledge of the Malagasy institutional context, managing system cohabitation/migration, animating inter-ministerial steering committees, and IT consulting or capacity building.
