Organizational Context
The United Nations Office for Project Services (UNOPS) operates as an operational arm of the UN, supporting project implementation in peacebuilding, humanitarian aid, and development. The West Africa Multi-Country Office (WAMCO) manages over 250 projects across 40 countries, focusing on fragile and conflict-affected regions. UNOPS Chad has been active since 2020, supporting health, education, and agriculture initiatives, including the Food System Resilience Program and the Inclusive Agribusiness and Rural Transformation Project.
Job Purpose
The Biomedical Engineer will support the Government of Chad in planning, procuring, installing, commissioning, and technically monitoring scientific and laboratory equipment for key institutions under the ProAgri and PRSA-TD projects. This role is crucial for ensuring the technical compliance of equipment throughout its lifecycle, from specification validation and pre-installation assessments to delivery, installation, functional testing, and user training. The objective is to guarantee that all procured equipment meets contractual specifications, quality standards, and beneficiary requirements, ensuring its effective, safe, and sustainable operation and maintenance. The incumbent will work closely with UNOPS teams, beneficiaries, and suppliers to achieve these technical goals.
Responsibilities
Develop and approve technical specifications and procurement documents aligned with beneficiary needs and international standards. Assess pre-installation conditions and provide technical recommendations before equipment delivery. Ensure procured equipment meets contractual specifications, quality standards, and beneficiary requirements. Oversee the installation, qualification, testing, and acceptance of equipment according to contractual requirements and manufacturer recommendations. Document and resolve any technical nonconformities identified during installation. Train beneficiary users on effective, safe, and sustainable equipment operation. Develop and maintain preventive maintenance plans, operating procedures, and technical inventories. Submit technical reports on site assessments, installation, acceptance, training, and monitoring as per the project schedule. Proactively identify, assess, and manage technical risks affecting equipment performance and durability. Ensure equipment remains operational during the warranty period through technical monitoring.
Work Experience
Required experience includes work in biomedical engineering, scientific equipment, or laboratory equipment. Desired experience includes working in multicultural or developing country environments, humanitarian contexts, drafting technical specifications, evaluating bids, managing supplier contracts, supervising suppliers, user training, and capacity building. Experience in sub-Saharan Africa or development contexts is advantageous.
