Organizational Context
The United Nations Office for Project Services (UNOPS) Asia Pacific Regional Office oversees operations in 17 countries, focusing on high performance and alignment with organizational goals. The South Asia Multi-Country Office (SAMCO) supports operations in six countries, providing expertise in various sectors including human resource management. UNOPS in Bangladesh partners with the government to advance SDG priorities through capacity development and infrastructure projects.
Job Purpose
The HR Officer is responsible for ensuring the consistent application of UNOPS HR policies, rules, and procedures across assigned operational areas. This role is crucial for the effective management, implementation, and oversight of key HR service lines, including recruitment, contract administration, policy interpretation, learning, and personnel realignment. The HR Officer works in close coordination with stakeholders at the Regional Office and Headquarters, ensuring alignment with client needs and contributing to the overall HR strategy and operational excellence within the organization. The position supports the achievement of organizational goals through strategic HR advice and support.
Responsibilities
The HR Officer will contribute to HR policy development by providing data-driven insights and country-specific best practices. They will lead the implementation of corporate HR strategies and initiatives, design and manage HR projects aligned with organizational goals, and develop workforce planning initiatives with leadership. This role involves communicating HR policy changes, maintaining HR analytics for informed decision-making, and providing strategic guidance on people management. The HR Officer will advise on and mediate complex HR issues, promote line management accountability, and support continuous professional development and diversity priorities. Responsibilities also include overseeing talent acquisition and management processes, coordinating contractual modalities, leading personnel realignment exercises, and identifying critical talent needs. If leading the HR team, they will ensure effective delivery of HR services.
Work Experience
Required experience includes work in recruitment, HR contract administration, employee relations, organization design and development, or related areas. Proficiency in collaboration tools (e.g., MS Office, G-Suite) and web-based management systems is also required. Experience in multicultural environments, UN system organizations, or development/humanitarian contexts is desirable.
