Job Purpose
The Finance Officer is responsible for ensuring effective financial management, reporting, and compliance with UNOPS Financial Rules and Regulations. This role involves leading budget formulation and monitoring, managing treasury and cash, overseeing accounting functions, and producing financial reports. The Finance Officer provides crucial analytical and advisory support to management, upholding financial integrity, promoting cost efficiency, and enabling timely, informed decision-making across the organization's portfolio.
Responsibilities
The Finance Officer ensures strict adherence to UNOPS financial rules, regulations, policies, and donor requirements, implementing robust internal controls and risk management frameworks. Key duties include leading budget preparation, monitoring expenditures against budgets, and conducting variance analyses. The role oversees cash management operations, ensuring liquidity and accurate fund allocation, and manages treasury functions, including bank transfers and foreign exchange. Responsibilities also encompass ensuring the accuracy and compliance of financial transactions, commitments, and payments, managing accounts receivable and payable, and maintaining financial data quality. Furthermore, the Finance Officer prepares and analyzes financial reports for management and donors, supports annual financial closure, and contributes to knowledge sharing and training on finance-related topics.
Work Experience
Required experience includes project financial management, budgeting, cash management, and financial reporting. Proficiency in collaboration tools (MS Office, G-Suite) and web-based management systems is essential. Experience in multicultural environments, UN system organizations, developing countries, or humanitarian/development contexts is desirable.
