It provides expertise in risk management, quality assurance, compliance, internal controls, and due diligence. The group manages key functions like enterprise risk management, corporate insurance, and the Contracts and Property Committee (CPC), embedding best practices and promoting integrity and operational excellence across the organization.
Job Purpose
This role is crucial for quality assurance within UNOPS, directly supporting the Contracts and Property Committee (CPC) Chair in reviewing submitted cases. The Procurement Senior Officer collaborates closely with operations, programme, and project teams to ensure procurement services meet high standards. The position involves providing expert guidance on complex procurement matters, interpreting policies, and ensuring that all submissions align with UNOPS Financial Rules and Regulations and procurement best practices, thereby safeguarding organizational resources and promoting value for money.
Responsibilities
The Procurement Senior Officer is responsible for comprehensive quality assurance and risk assessments of high-value CPC submissions, ensuring compliance with UNOPS regulations and sound commercial principles. They act as a subject-matter expert, providing authoritative guidance on procurement strategies and policy interpretation to project managers and operations leadership. The role involves proactive stakeholder engagement to ensure thorough case assessments and capacity building to address recurring compliance issues. Responsibilities also include managing the CPC case pipeline, preparing agendas, acting as rapporteur for meetings, and maintaining official records. Additionally, the officer conducts preliminary reviews of procurement, property, asset write-off, and lease agreement submissions to verify adherence to policies and procedures.
Work Experience
Direct experience reviewing, auditing, or preparing submissions for a procurement review or oversight committee is required. Proficiency in collaboration and management systems, along with strong analytical skills and attention to detail for interpreting regulatory frameworks, is also necessary. Experience in multicultural environments or UN system organizations is desirable.
