Organizational Context
The UNOPS Middle East Region (MR) provides strategic leadership and support across Iraq, Jordan, Lebanon, Syria, Yemen, and the State of Palestine. The Jerusalem Office, established in 2006, focuses on sustainable development of public infrastructure in Gaza and the West Bank. UNOPS also supports humanitarian response and early recovery in Gaza, concentrating on infrastructure, procurement, and project management.
Job Purpose
The HR Associate plays a crucial role in administering and implementing a broad spectrum of HR plans and processes to support office personnel. As the primary point of contact for both internal and external clients, this role is responsible for delivering timely guidance, information, and support on HR procedures, services, and initiatives. The core objective is to ensure consistent, client-focused service delivery, facilitating smooth HR operations and contributing to the overall effectiveness of the HR function within the organization. This position acts as a key resource for personnel and management on HR matters.
Responsibilities
The HR Associate is responsible for supporting HR policy development and implementation by collecting and updating workforce data, and communicating policy changes. They provide essential HR advice on recruitment, contract administration, performance management, and benefits, acting as a liaison between HR and clients. The role actively contributes to talent acquisition by managing recruitment processes, preparing contractor agreements, and advising personnel on conditions of service. This includes maintaining recruitment plans, coordinating with shared services, and researching policy precedents. Furthermore, the HR Associate is tasked with accurately submitting HR data into ERP and other HR systems, maintaining personnel files, and supporting payroll verification. They also contribute to knowledge sharing by assisting with training sessions and participating in HR-related research.
Work Experience
Requires relevant experience in Human Resource Management and proficiency with collaboration tools (e.g., MS Office, G-Suite) and web-based management systems. Experience in multicultural environments or UN system organizations in a developing country, or in development/humanitarian contexts, is desirable.
