Organizational Context
The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on strategic leadership and operational excellence. The Afghanistan Country Office (AFCO) has a long-standing presence, shifting its focus to life-saving initiatives and basic human needs, including managing large-scale cash-for-work programs and emergency procurement.
Job Purpose
The Operations Associate serves as the operational anchor for the VCEP and PVEP portfolios, working independently under the Senior Officer's guidance. This role involves interpreting rules, managing administrative and operational workflows, and ensuring strict audit readiness across HR, finance, administration, logistics, and procurement. The incumbent is responsible for supervising a Project Support Assistant, distributing workload, and ensuring the efficient operation of the project support unit. They are expected to resolve standard operational bottlenecks independently, escalating only complex issues to the Senior Officer.
Responsibilities
Supervise and coordinate the project support team, including daily task oversight, workflow assignment, and performance monitoring of the Project Support Assistant. Ensure quality assurance of administrative outputs and provide capacity building on UNOPS operational guidelines. Manage procurement processes for project supplies and services, oversee asset and IT equipment procurement, and act as the focal point for local suppliers. Monitor project expenditures against budgets, analyze variances, and provide risk alerts. Coordinate financial ledger entries and lead audit preparation by analyzing requirements, assembling documentation, and drafting clarifications. Oversee personnel lifecycle management, including contract administration and workforce tracking. Coordinate complex deployment logistics for personnel and manage general administration, including information architecture, document control, travel logistics, and asset/inventory management.
Work Experience
Requires a minimum of 6 years of relevant experience with a secondary school diploma, or 2 years with a Bachelor's degree, in project operations, finance, HR, procurement, or administrative support. Experience within the UN system, managing operations for large-scale donor-funded projects, and team leadership is desirable.
