Job Purpose
The Contract Management Officer, reporting to the Senior Project Manager, is responsible for supporting procurement processes and managing the day-to-day administration of contracts. This role ensures that all goods and services are procured in accordance with UNOPS regulations and that executed contracts are managed efficiently. The primary objective is to guarantee that suppliers fulfill their contractual obligations on time and within budget, thereby contributing to the successful and compliant delivery of UNOPS projects and initiatives within the region.
Responsibilities
The Contract Management Officer will administer contracts, monitoring supplier compliance with all clauses, including insurance and performance security. Key contract dates will be tracked to prevent lapses. Responsibilities include managing the interim payment process, ensuring strict control over project cash flow by tracking payments against forecasts, and maintaining a complete financial register of contracts. The role involves developing indicators and reports for contract management information and following procedures for contract closure or termination. Additionally, the officer will draft and process "Change Orders" or "Variations" when the scope of work changes, ensuring formal documentation and approval. Assistance will be provided to the Project Manager in analyzing contractor claims, maintaining a log of events for dispute resolution, and drafting formal notifications. Risk management for contracts and suppliers will be implemented, ensuring risks are identified, monitored, and mitigated. The role also supports the procurement process by contributing to planning, managing purchase requests, and participating in proposal evaluations.
Work Experience
A minimum of two years of professional experience in international public procurement is required, with specific experience in procurement projects related to infrastructure and construction contract management. Experience with FIDIC contracts and within the United Nations System is highly desirable.
