Job Purpose
The Programme Management Senior Officer (Protection) plays a pivotal role in supporting the comprehensive design, diligent implementation, and robust monitoring of protection-focused humanitarian programmes within the Local Assistance Myanmar Programme (LAMP). This position is critical for providing expert technical guidance to implementing partners, ensuring the delivery of survivor-centered and life-saving protection services, particularly in areas such as Child Protection, Gender-Based Violence (GBV), and General Protection. The officer is responsible for fostering strong, collaborative relationships with a diverse range of partners, ensuring that all programme activities strictly adhere to established protection standards and align with UNOPS' organizational priorities. Through these efforts, the role directly contributes to LAMP's mandate of delivering prioritized assistance and protection to highly vulnerable populations in crisis-affected regions of Myanmar, thereby enhancing the programme's effectiveness and impact in a complex operational environment.
Responsibilities
Key responsibilities include contributing to the LAMP strategy and work planning, evaluating proposals for alignment with priorities, and providing technical guidance to partners on protection standards for survivor-centered services (Child Protection, GBV, General Protection). The role involves reviewing partner reports, conducting routine monitoring, preparing project status reports, and supporting risk management. Furthermore, the officer provides recommendations for project adjustments, synthesizes and shares lessons learned, and facilitates information exchange to improve effectiveness. Support for partner capacity building and coordination initiatives is crucial, ensuring LAMP priorities like Conflict Sensitivity, Gender, Localization, and Risk Management are integrated. Collaboration with the M&E team to develop and implement systems and advise partners on their M&E is also required. The role also entails building and maintaining effective working relationships with sub-national stakeholders, including international, local, and civil society partner organizations, and ensuring timely feedback for wider monitoring, evaluation, and learning functions.
Work Experience
A minimum of 2 years of progressively responsible experience in humanitarian programme management, with a specific focus on Protection within Myanmar, is required. This includes fostering collaborative relationships with local and civil society organizations and demonstrating proficiency in protection technical sectors such as Gender-Based Violence (GBV), Child Protection, and Mental Health and Psychosocial Support (MHPSS). Proficiency in collaboration and productivity tools (e.g., MS Office, G-Suite) and web-based management systems is mandatory. Desired experience includes knowledge of Myanmar's political, economic, and social situation, previous involvement with the UN, NGOs, and civil society, and an understanding of operational contexts in complex, crisis-affected areas of Myanmar.
