Organizational Context
The UNOPS Global Portfolios Office (GPO) supports multi-regional initiatives advancing sustainable development, climate action, and peacebuilding. Operating globally with hubs in New York, Geneva, and Vienna, GPO collaborates with partners to deliver project management, fund management, hosting, and HR support services across over 130 countries. This HR Associate role specifically supports the UNOPS-UNODC partnership, managing HR activities during peak demand.
Job Purpose
The HR Associate is responsible for administering and implementing a broad spectrum of HR plans and processes to support office personnel. This role serves as the primary point of contact for both internal and external clients, providing timely guidance, information, and support on HR procedures, services, and initiatives. The objective is to ensure consistent, client-focused service delivery and to manage HR activities effectively, particularly during periods of high demand such as recruitment drives or personnel administration peaks, contributing to the smooth operation of HR functions within the UNOPS-UNODC partnership.
Responsibilities
The HR Associate supports HR policy development and implementation by collecting and updating workforce data, assisting with the rollout of HR strategies, and communicating policy updates. They provide HR advice on recruitment, contract administration, performance management, and benefits, acting as a liaison between HR and clients, and supporting onboarding. In talent acquisition and administration, the role contributes to recruitment processes, prepares contractor agreements, advises personnel on service conditions, maintains recruitment tools, and submits transactional HR data into ERP and other HR systems. This includes managing recruitment actions, contractual changes, and ensuring the completion of HR processes like absence requests and performance evaluations. The associate also maintains personnel files, supports payroll verification, and contributes to knowledge building by assisting with training and participating in knowledge-sharing initiatives.
Work Experience
Requires relevant experience in Human Resource Management (HRM) and proficiency with collaboration tools (e.g., MS Office, G-Suite) and web-based management systems. Experience in multicultural environments, UN system organizations, developing countries, or development/humanitarian contexts is desirable, as is experience with UNOPS recruitment processes.
