Organizational Context
The UNOPS Austria Multi-Country Office (AUMCO) in Vienna supports 12 countries in South-East Europe, Türkiye, the South Caucasus, and Central Asia. This role is part of a project focused on hazardous waste management in Central Asia, specifically involving design and construction of containment works in Kyrgyzstan and Tajikistan.
Job Purpose
The Civil Engineer is crucial for the successful delivery of infrastructure projects, ensuring they meet defined parameters for time, cost, quality, scope, risk, and benefit. This role involves assisting with project assessments, preparing Bills of Quantities (BoQs) and bid documents, supervising on-site construction, and conducting technical evaluations. The engineer ensures adherence to design standards, quality assurance, and occupational health and safety, and environmental management requirements. By providing technical expertise and promoting best practices in construction management, the Civil Engineer upholds high standards of project output quality, directly contributing to organizational performance goals and overall project success.
Responsibilities
Responsibilities include supporting project planning by preparing implementation plans, BoQs, cost estimates, and schedules, and providing technical input for feasibility studies and design development. The role involves assisting in tender document preparation, bid evaluations, and contract award documentation, ensuring compliance with technical specifications and organizational standards. In construction and supervision, the Civil Engineer will oversee daily activities for timely, cost-effective, and high-quality delivery, verify material quantities, monitor site activities, and ensure Health, Safety, Social, and Environmental (HSSE) compliance. This includes overseeing contractor performance and liaising with teams to resolve technical issues. Monitoring and reporting involve tracking progress against KPIs, preparing progress and site monitoring reports, and ensuring compliance with organizational systems. Risk identification and mitigation are also key. Stakeholder coordination includes collaborating with project managers and procurement teams, representing UNOPS in field activities, and engaging with local authorities and beneficiaries. Finally, the role supports knowledge building through training sessions and sharing lessons learned.
Work Experience
Required experience includes civil engineering, structural works, construction technology, construction supervision, and monitoring. Experience working in multicultural environments or with UN system organizations in a developing country is desirable, as is experience in development or humanitarian contexts.
