Organizational Context
The Asia Pacific Regional Office oversees UNOPS operations across 17 countries, focusing on infrastructure, health, procurement, and project management to support sustainable development. The Afghanistan Country Office (AFCO) has shifted its focus to life-saving initiatives and basic human needs, including managing cash-for-work programs and procuring emergency supplies.
Job Purpose
The Diversity and Inclusion Officer (Gender) is responsible for ensuring that project design and implementation in Afghanistan adhere to a principled approach, actively engaging women as both service providers and beneficiaries. This role is crucial for integrating gender equality and social inclusion across all project components, effectively mitigating associated risks, and meticulously monitoring relevant indicators. A key responsibility includes developing and overseeing the Sexual Abuse and Exploitation/Sexual Harassment (PSEA/SH) Action Plan, thereby significantly enhancing the project's overall impact, sustainability, and equitable benefit for all targeted populations.
Responsibilities
Key responsibilities include mainstreaming gender and diversity by supporting the implementation of project-specific guidelines and ensuring all components promote gender equality and social inclusion. This involves verifying that partner organizations hire and retain female staff, promoting women's participation as beneficiaries and workers, and developing strategies to ensure their safety. The role also entails monitoring and reporting on gender-disaggregated data, assessing community compliance, and advising on grievance redressal mechanisms, particularly for women and girls. Furthermore, the officer will assist in implementing the PSEA/SH Action Plan and conduct gender-focused training for project teams, partners, and contractors, ensuring sensitization to conduct codes and reporting procedures.
Work Experience
A minimum of two years of relevant professional experience is required in areas such as gender, women's empowerment, and diversity management. Experience working with international organizations like the World Bank or UN agencies, government ministries, or NGOs is considered desirable.
