Organizational Context
UN-Habitat Egypt, part of the Regional Office for Arab States, supports sustainable urbanization and SDG 11. The Country Office focuses on urban planning, local development, and basic services. This role contributes to the Local Development and Urban Economy Policies Programme and the Urban Basic Services and Climate Change Programme, primarily focusing on infrastructure delivery for the Hayenna Integrated Urban Development Project.
Job Purpose
The Infrastructure Specialist will lead the planning, coordination, implementation, monitoring, and reporting of infrastructure interventions, with a primary focus on water and sanitation works under the Hayenna Integrated Urban Development Project. This role ensures timely, technically sound, compliant, and well-coordinated delivery of infrastructure activities. The specialist will manage project execution, oversee consultants and contractors, coordinate with government counterparts and utility companies, and ensure alignment with project objectives and donor requirements. The position also supports other sustainable infrastructure initiatives and contributes to expanding the programme's portfolio.
Responsibilities
Lead and coordinate infrastructure interventions, including water and sanitation works, under the Hayenna Integrated Urban Development Project. This involves overseeing design and supervision consultants, managing contractor procurement and contract administration, and monitoring construction progress and quality. The role requires coordination with government counterparts and utility companies, ensuring timely project delivery. Responsibilities include managing project workplans, budgets, schedules, risks, and deliverables. The specialist will provide technical and coordination support for planning, design, procurement, supervision, commissioning, and handover of various infrastructure types. Reviewing technical documents, supporting procurement processes, and monitoring performance of consultants and contractors are key duties. The role also involves preparing reports, participating in field missions, and ensuring project alignment with UN-Habitat policies and national standards.
Work Experience
A minimum of five years of progressive experience in infrastructure development, project management, and contracts management is required. Experience in project/programme management, delivery, resource mobilization, and coordination with government officials or funding agencies is essential. Experience in planning and implementing infrastructure projects and managing infrastructure contracts is also required. Desirable experience includes construction supervision, contract administration, procurement management, water/sanitation projects, and working within the UN system.
