The Finance Officer role is situated within this context, reporting to the Finance Manager.
Job Purpose
The Finance Officer is responsible for ensuring effective financial management, reporting, and compliance with UNOPS regulations. This role involves leading budget formulation and monitoring, overseeing treasury and cash management, ensuring accounting accuracy, and producing timely financial reports. The incumbent provides crucial analytical and advisory support to management, upholding financial integrity, promoting cost efficiency, and enabling informed decision-making across the UNOPS portfolio in Yemen. The position contributes to the overall operational success and accountability of the country office.
Responsibilities
Key responsibilities include ensuring strict adherence to UNOPS financial rules, regulations, policies, and donor requirements, and implementing robust internal controls. The role involves leading budget preparation, monitoring expenditures against budgets, and conducting variance analyses to advise on financial efficiencies. Oversight of cash management operations, including liquidity, fund allocation, and cash flow forecasting, is essential. The Finance Officer ensures the accuracy and compliance of financial transactions, commitments, and payments, managing accounts receivable and payable. Additionally, the role requires preparing and analyzing financial reports for management and donors, supporting audits, and contributing to knowledge-sharing and training initiatives within the finance function.
Work Experience
Required experience includes project financial management, budgeting, cash management, and financial reporting. Proficiency in collaboration tools (MS Office, G-Suite) and web-based management systems is essential. Experience in multicultural or UN system environments, particularly in developing or humanitarian contexts, is desirable.
