Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Water, Environment and Climate (WEC) portfolio within GPO manages significant funds and implements projects focused on environmental and climate initiatives. The NDC Partnership, jointly hosted by WRI, UNOPS, and UNFCCC, is a coalition of over 260 members working towards ambitious climate action and sustainable development.
Job Purpose
The Senior Technical Officer will enhance the capacity and coordination of the African Designated Authorities Network (AfDAN) in accessing international climate funds. This role supports the implementation and monitoring of AfDAN's Strategic Plan (2025-2030), fosters partnerships, and communicates AfDAN's activities within regional and global dialogues. The objective is to strengthen Africa's leadership in climate finance mobilization and governance, ensuring alignment with the Paris Agreement and locally led development priorities.
Responsibilities
Key responsibilities include institutional strengthening of AfDAN by facilitating governance and operationalization, and providing technical support for policies and regional hubs. The role involves operationalizing the Strategic Plan through developing an Implementation and Results Framework, preparing work plans and budgets, and supporting the Monitoring, Evaluation, and Learning (MEL) system. Additionally, the officer will design and implement a Resource Mobilization and Partnership Plan, engage with climate funds, develop proposals, and coordinate with NDC Partnership members. Capacity building through program development and knowledge management, along with communication, advocacy, and stakeholder engagement, are also crucial duties.
Work Experience
A minimum of two years of experience is required in institutional strengthening, climate finance governance, and strategic planning, with at least two years specifically in climate finance within Kenya. Proven experience in facilitating regional coordination and stakeholder engagement, ability to engage with governments and international partners, and expertise in developing MEL systems and resource mobilization are essential. Previous work with National Designated Authorities (NDAs) or Climate Funds is desirable.
