Organizational Context

The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. The Water, Environment and Climate (WEC) portfolio, based in Vienna, manages significant environmental initiatives. This role is within the South China Sea SAP Project, executed by UNOPS, focusing on regional environmental governance and sustainability.

Job Purpose

This Technical Advisor role provides strategic and technical leadership to the Coordinating Body on the Seas of East Asia (COBSEA) Task Force. The primary purpose is to analyze regional environmental priorities, support the development of future COBSEA Strategic Directions, and coordinate task force processes. The role involves preparing recommendations and implementation roadmaps for the 27th Intergovernmental Meeting (IGM 27), ensuring alignment with UNEP priorities, regional environmental governance objectives, and the findings of the South China Sea Transboundary Diagnostic Analysis.

Responsibilities

The Technical Advisor will conduct an initial analysis of potential evolutions for COBSEA's Strategic Directions (2027-2031), aligning them with UNEP's Medium-Term Strategy and the South China Sea Transboundary Diagnostic Analysis. This includes developing strategic options. The role also involves finalizing and proposing follow-up actions for the COBSEA Task Force, drafting and reviewing deliverables such as background documents, agendas, and meeting summaries. A key responsibility is producing a consolidated Final COBSEA Task Force Package and a roadmap for implementing IGM 27 decisions, detailing responsibilities, timelines, and indicative budgets.

Work Experience

Required experience includes environmental governance, strategic planning, policy analysis, or marine/coastal resource management. Desired experience involves prior work with UNEP, the COBSEA Secretariat, GEF projects, or other Regional Seas programmes.
