The United Nations Office for Project Services (UNOPS) is a UN agency focused on infrastructure, procurement, and project management, delivering practical solutions where needs are greatest. The INFRAIGSS program, in partnership with the Guatemalan Social Security Institute (IGSS), is in its second phase, prioritizing the construction and equipping of two new hospitals. This role supports the management of the Regional Hospital of the East in Zacapa, a complex third-level healthcare facility.
Job Purpose
The Health, Safety, Social and Environmental Analyst - Occupational Health & Safety role is to ensure compliance with national regulations, UNOPS internal policies, and standardized procedures. The incumbent will support the Project Manager in executing the construction project, providing specialized input for approvals and conformity. Key responsibilities include communicating operational, technical, and economic aspects that may affect contract fulfillment, and preparing specialized reports. This position is crucial for upholding UNOPS' commitment to delivering projects effectively and safely, contributing to the successful development of critical healthcare infrastructure.
Responsibilities
The Health, Safety, Social and Environmental Analyst - Occupational Health & Safety will attend field requirements, monitor the correct completion of Occupational Health and Safety (OHS) formats, and request corrective actions for non-compliance with contractual documents. They will assist in verifying the quality of OHS actions, identifying and managing risks, and ensuring preventative and mitigating measures are in place. This includes verifying that workers receive OHS training, maintaining safety signage, and ensuring daily risk assessments and workplace inspections are conducted. The role involves investigating and reporting safety incidents, assisting in accident investigations, and collaborating on inspections related to Personal Protective Equipment (PPE), orderliness, and cleanliness. The analyst will also monitor contractor and supervisor OHS plans, ensure UNOPS incident prevention campaigns are implemented, and report on and investigate incidents related to UNOPS socio-environmental safeguards.
Work Experience
A minimum of three years of relevant experience in Occupational Health and Safety within construction, supervision, monitoring, and control of infrastructure projects is required. Knowledge of national OHS regulations, ISO standards, and experience in infrastructure projects, particularly vertical construction, is valued.
