Job Purpose
The Senior Programme Manager will provide strategic leadership and overall direction for the successful implementation of a project portfolio, including major infrastructure projects funded by the African Development Bank and the PACFC III project. This role is responsible for strategic direction, stakeholder management, governance, performance, and multi-million dollar portfolio delivery. Key responsibilities include proactive risk management, fiduciary rigor, resource management, partnership development, and knowledge management. The position requires a strategic expert to navigate complex development challenges and ensure the program's success as a lever for economic sovereignty in Madagascar.
Responsibilities
The Senior Programme Manager will lead strategic direction, stakeholder engagement, and governance by fostering high-level relationships with steering committees and government ministries, acting as the primary UNOPS representative for the PACFC III program. They will advise on long-term sustainability and national capacity transfer. Performance, delivery, and portfolio management involve steering complex, multi-sectoral deliverables (port, customs, maritime security, digitalization, education, health, water) and ensuring strict adherence to time, cost, and quality tolerances. Proactive risk management includes promoting a rigorous risk culture and making informed decisions during operational crises. Fiduciary responsibility entails managing complex multi-year budgets, ensuring auditability, and overseeing complex procurement processes for specialized equipment. Partnership development involves identifying new opportunities and contributing to business cases, while reporting ensures high-quality, analytical reports for donors and management. Knowledge management focuses on promoting cutting-edge technologies and institutionalizing best practices.
Work Experience
Required experience includes holding senior project/portfolio management positions in public affairs, management, business development planning, or operations within large organizations or international bodies. Experience within the UN system or multicultural environments, and proven team management skills are essential. Desired experience includes expertise in managing large urban infrastructure, maritime security, or post-disaster rehabilitation projects, and successful collaboration with International Financial Institutions like the African Development Bank.
