The UNOPS Africa Regional Office supports over 250 projects in 40 countries, focusing on fragile and conflict-affected regions. The Central Africa Multi-Country Office (CAMCO) has partnered with UN agencies and governments across 15 nations since 1999, providing fund management, technical assistance, and capacity-building. In the Central African Republic (CAR) since 2014, UNOPS has delivered project management, procurement, and HR services to support national development and peacebuilding.
Job Purpose
The Health, Safety, Social and Environmental Analyst is responsible for integrating environmental and social aspects into sub-project implementation, ensuring compliance with national regulations, World Bank Safeguard Policies, and international standards. This role involves proposing mechanisms for environmental and social measures, reviewing and validating submitted documents from contractors, participating in public consultations, developing project sheets for mitigating negative impacts, and preparing monitoring and evaluation reports. The analyst ensures that environmental and social safeguards are considered throughout all project interventions, that all required safeguard instruments are developed and implemented on time, and that project execution reports are submitted promptly.
Responsibilities
The Health, Safety, Social and Environmental Analyst will support the principal analyst in proposing mechanisms to ensure environmental and social measures are integrated into sub-project implementation, adhering to national laws, World Bank Safeguard Policies, and ratified international laws. This includes reviewing and validating documents such as ESIA, ESMP, and Resettlement Plans submitted by contractors and partners. The analyst will assist in developing project sheets for mitigating negative impacts and accompanying measures, and transmit them to site implementation actors. They will also support the analysis and validation of environmental and social safeguard studies and documents, and participate in the drafting of tender documents. Furthermore, the analyst will regularly prepare monitoring and evaluation reports for the environmental and social components, ensuring compliance with UNOPS and World Bank administrative requirements and procedures. They will maintain and consolidate the database for environmental and social activities and manage related documentation and archiving.
Work Experience
Required: Minimum 2 years of experience in environmental and social safeguards management, preferably in development projects. Experience in preparing and implementing Environmental and Social Impact Assessments (ESIAs) and Environmental and Social Management Plans (ESMPs). Desired: Experience working with international organizations or the World Bank.
