Organizational Context
UNOPS is the operational arm of the UN, supporting peacebuilding, humanitarian, and development projects globally. The ATscale partnership, hosted by UNOPS Geneva, aims to increase access to assistive technology for 500 million people by 2030. This role supports ATscale's mission by ensuring effective monitoring, evaluation, and learning to maximize the impact of its investments in assistive technology.
Job Purpose
The Monitoring, Evaluation, and Learning (MEL) Specialist will play a crucial role in assessing the progress and effectiveness of ATscale's initiatives. This position is responsible for designing and implementing robust M&E systems to track performance data, identify implementation bottlenecks, and capture valuable lessons learned. By ensuring the quality and timeliness of M&E activities and deliverables, the specialist will contribute to the strategic refinement of programs, enhance the overall impact of ATscale's efforts, and support the partnership's ambitious goal of expanding assistive technology access worldwide. The role involves proposing innovative solutions to improve programmatic outcomes and foster a culture of continuous learning and improvement.
Responsibilities
Lead the development and implementation of programme/project performance indicators, log frames, results frameworks, M&E plans, and theories of change. Establish and coordinate data collection and analysis plans, providing guidance to ensure alignment with M&E principles and assessing partner capacity. Support capacity building for implementing partners in M&E and develop/maintain an M&E dashboard for improved data quality and availability. Review partner progress reports, provide feedback, and ensure lessons learned are captured. Draft evidence-based programme/donor reports and lessons learned documents, ensuring alignment with reporting templates. Provide technical assistance to team members, promoting a results-oriented mindset and M&E culture. Disseminate strategic information and best practices, soliciting case studies and success stories from partners. Lead the preparation of impact stories and best M&E practices for communication products. Facilitate learning-focused M&E processes, including participatory methods and feedback mechanisms, and promote the exchange of lessons learned among partners. Plan, design, and set up data collection tools and management systems, implementing strategies for data quality assurance. Create data visualizations for effective communication of results and findings.
Work Experience
A minimum of five years of progressive experience in developing M&E frameworks, learning, and reporting tools for international development programs is required. Demonstrated knowledge of MEL methodologies and excellent analytical and writing skills are essential. Familiarity with disability rights, incorporating affected populations, and experience in low- or middle-income countries or UN organizations are desirable.
