Organizational Context
The Infrastructure and Project Management Group (IPMG) at UNOPS provides policy, standards, and support for project, infrastructure, and financial management. It focuses on sustainable, resilient, and inclusive infrastructure, aiming to achieve Sustainable Development Goals. The Portfolio Delivery Support unit, within IPMG, offers organizational oversight and ensures adherence to standards throughout project execution. This role sits within the Design Review Team, a key part of the Infrastructure stream.
Job Purpose
The Design Review Engineer is responsible for ensuring the safety and functionality of UNOPS infrastructure projects. This involves evaluating and reviewing designs for medium and high-risk infrastructure works, and verifying reviews for low-risk projects. The role requires engaging with design teams and technical retainers to identify and resolve design issues, providing technical guidance on design aspects, and cultivating informed risk management practices within infrastructure design. The incumbent will contribute to maintaining minimum safety and functionality requirements, promoting consistency and efficiency in infrastructure activities for UNOPS's donors and beneficiaries, and acting as a Centre of Excellence for knowledge sharing and best practices.
Responsibilities
The Design Review Engineer will provide technical analysis of designs, liaising with third-party reviewers to issue reports for medium and high-risk works and verify low-risk project reviews. They will engage regularly with infrastructure project teams, field offices, and peer reviewers to support technical design development and resolve design issues or deviations from codes. The role involves coordinating project requirements and design review processes, potentially acting as a Focal Point for a specific region. Additionally, the engineer will assist in developing Design Review reports for senior management, applying professional judgment to ensure safety and functionality within operational constraints. The position also requires maintaining independence and integrity in technical evaluations and contributing to the team's mandate as a Center of Excellence through knowledge sharing and best practice dissemination.
Work Experience
Required experience includes work in infrastructure design development, design review, or related areas. Desired experience includes at least 3 years in technical infrastructure engineering/design production with a focus on stakeholder coordination and issue resolution in a development context. Experience with various infrastructure types (buildings, transport, utilities) and in developing countries is highly desired, as is experience with engineering design software and AutoCAD.
