Organizational Context
The UNOPS Global Portfolios Office (GPO) supports partners in delivering global initiatives for sustainable development, climate action, and peacebuilding. Operating from hubs in New York, Geneva, and Vienna, GPO collaborates with governments, financial institutions, and UN agencies to provide project management, fund management, and HR support. This role supports UNOG through technical solutions for analytics and systems tools for MIS.
Job Purpose
The ICT Specialist will bridge the gap between business owners and technical teams by translating user requirements into technical specifications. This role is crucial for developing and implementing analytics and systems tools for the Medical Insurance Section (MIS) and the United Nations Staff Mutual Insurance Society against Sickness and Accident (UNSMIS) within UNOG. The incumbent will ensure that developed products meet business needs through rigorous quality assurance and testing, and will be responsible for maintaining comprehensive documentation and workflows. This position directly contributes to the efficient delivery of services by UNSMIS, ensuring adherence to industry standards and UN policies.
Responsibilities
The ICT Specialist will analyze business requirements, acting as a liaison between business owners and technical teams to translate user needs into clear specifications. This includes evaluating new technologies and assessing application integration issues. The role involves performing end-to-end quality assurance, test planning, implementation, and validation, managing defects, and supervising testers. Additionally, the specialist will develop detailed system specifications, user documentation, and data models, supporting ETL processes and maintaining existing systems. A key responsibility is developing workflows, Standard Operating Procedures (SOPs), and system documentation, as well as creating training materials and conducting user training. The incumbent will also prepare disaster recovery plans and ensure appropriate training for responsible personnel.
Work Experience
Requires at least 4 years of experience in translating user needs into requirements, bridging the gap between business and technical teams. Experience in end-to-end quality assurance, test planning, implementation, and defect management is essential. Proven experience in developing workflows, SOPs, system documentation, and user guides is also necessary. Desired experience includes launching new databases/applications, managing development teams, data integration, and change management projects.
