Job Purpose
The HR Specialist is responsible for ensuring the consistent application of UNOPS HR policies, rules, and procedures across assigned portfolios and entities. This role is crucial for the effective management, implementation, and oversight of key HR service lines, including recruitment, contract administration, policy interpretation, learning, and personnel realignment. By closely coordinating with stakeholders at the business unit, regional, and HQ levels, the HR Specialist ensures that HR services align with client and partner needs, contributing to the overall success of UNOPS's strategic objectives and the delivery of impactful projects.
Responsibilities
The HR Specialist will support HR policy development and implementation by contributing data and best practices, and leading corporate HR initiatives. They will provide advisory services on HR policy application, mediate sensitive employee relations matters, and encourage management responsibility for HR policies and team management. The role involves overseeing talent acquisition and administration processes, including recruitment, onboarding, performance management, and contract administration, while coordinating personnel realignment exercises. Additionally, the HR Specialist will manage and develop the HR team, fostering high-quality service delivery and compliance. They will also lead knowledge-building initiatives, organizing training, and disseminating HR best practices.
Work Experience
A minimum of 5 years of professional HR experience is required, encompassing HR advisory services in areas such as contract administration, reporting, recruitment, or organizational design within an international, public, or corporate organization. Experience with UNOPS HR policies and processes, in a multicultural setting, or within UN system organizations is desirable.
