The Afghanistan Country Office (AFCO) now prioritizes life-saving initiatives and essential services, including managing cash-for-work programs and procuring emergency supplies, in response to the ongoing crisis.
Job Purpose
The Health, Safety, Social and Environmental (HSSE) Analyst is responsible for ensuring compliance with occupational HSSE laws, procedures, and guidelines within the Afghanistan's Community Resilience and Livelihoods Project. This role is critical in establishing and maintaining a safe workplace by minimizing hazards and unhealthy situations on construction sites. The Analyst will foster a culture of attention to HSSE management throughout the project lifecycle, with a primary focus on accident prevention. The position requires a detail-oriented individual prepared to respond effectively in emergency situations, contributing to the overall safety and well-being of all personnel and stakeholders involved in the project.
Responsibilities
Develop and implement HSSE management plans, ensuring they are current and regularly reviewed. Advise and instruct project staff, contractors, and stakeholders on HSSE matters. Supervise regional HSSE Senior Associates and support awareness-raising initiatives. Conduct regular risk assessments and enforce preventative measures, inspecting work sites to identify and rectify non-compliance or unsafe practices. Organize and deliver HSSE training for all relevant parties. Oversee compliance with laws and best practices for installations, maintenance, and disposal of equipment. Investigate incidents and near misses, reporting findings and proposing improvements. Ensure adherence to all HSSE policies, procedures, and regulations, and maintain accurate training and inspection records. Coordinate the development of HSSE policies and systems, and ensure contractors meet their statutory obligations. Provide regular reports and participate in site meetings to advise on HSSE matters.
Work Experience
A minimum of two years of experience managing health and safety on construction sites is required with a Bachelor's degree. Experience working with the UN system or World Bank-funded projects, and a proven track record in similar production environments, are advantageous. Knowledge of UNOPS/UN rules and regulations is also beneficial.
