Quality Engineer
Organizational Context

The Haiti Country Office, established in 2004, has been instrumental in delivering critical infrastructure projects and supporting the health sector. The Infrastructure PMO plays a key role in continuous improvement and organizational maturity.
Job Purpose
The Quality Control Engineers will be administratively and functionally attached to the UNOPS Haiti Infrastructure PMO, reporting to the Head of Infrastructure - Standards & Strategy. They will serve as an independent quality assurance function, separate from project implementation and construction supervision teams. Their role is to systematically enhance quality control on construction sites across the infrastructure project portfolio. They will execute their duties based on a work plan developed and updated by the PMO, prioritizing based on portfolio needs, project risks, critical construction phases, and specific requirements, ensuring adherence to UNOPS quality management systems.
Responsibilities
Quality Control Engineers will conduct planned and ad-hoc site inspections, document reviews, compliance audits, and technical analyses. They will perform targeted checks on materials, execution methods, completed works, and adherence to Health, Safety, Security, and Environment (HSSE) requirements. Key duties include verifying the consistency, completeness, and quality of project documentation, analyzing the quality and traceability of controls, and reviewing control reports. They will monitor technical compliance of works and HSSE compliance, escalating critical issues. The role involves preparing inspection and mission reports, providing reliable and documented information on work quality, compliance with contractual requirements, standards, and UNOPS quality and HSSE management systems, without substituting for project managers or site supervisors.
Work Experience
Two to six years of relevant experience in the construction or rehabilitation of buildings, roads, civil structures, water supply or irrigation systems, or similar infrastructure is required, depending on academic qualifications. Experience with international organizations, UN agencies, or donor-funded projects is a significant asset.
