Organizational Context
The Horn of Africa Multi-Country Office (HAMCO) of UNOPS, based in Addis Ababa, manages over 250 projects across 40 countries, focusing on fragile and conflict-affected regions. HAMCO delivers project management, procurement, and infrastructure services in health, agriculture, and economic development. This role supports the construction of a new primary school in Gazanche, Ethiopia, to improve educational infrastructure and facilities.
Job Purpose
The Civil Engineer will serve as the site supervisor and technical focal point for the construction of Gazanche Primary School. This role is responsible for ensuring all construction activities adhere to approved designs, technical specifications, quality standards, and project schedules. The engineer will monitor progress, verify completed works, maintain site documentation, and support contractor payment certification. Key objectives include facilitating smooth project implementation through coordination with local authorities, school leadership, contractors, and community stakeholders, while upholding UNOPS standards for quality, safety, and accountability in infrastructure development.
Responsibilities
The Civil Engineer is responsible for planning, supervising, and managing the implementation of civil engineering projects from design to completion, ensuring alignment with project requirements, timelines, and budgets. This includes supporting the Project Manager in planning and scheduling activities, and liaising with government authorities and stakeholders to secure permits and maintain relationships. The role involves conducting on-site technical assessments and inspections to ensure construction work adheres to UNOPS quality standards and project specifications, and reviewing technical submittals and progress reports. The engineer will supervise and monitor contractors to ensure quality, cost-effectiveness, and timely delivery, while maintaining accurate records of site activities and submitting timely reports. Compliance with UNOPS Health, Safety, Social and Environmental (HSSE) policies and Protection from Sexual Exploitation, Abuse and Harassment (PSEAH) standards is paramount.
Work Experience
Required experience includes work in civil engineering, structural works, construction technology, construction supervision, and monitoring. Experience working in multicultural environments or within UN system organizations in a developing country is desired, as is experience in development or humanitarian contexts.
