Organizational Context
The United Nations Office for Project Services (UNOPS) in Myanmar is a key office in Asia, managing significant development programs and serving as the Principal Recipient for the Global Fund. The 3PI Team focuses on building essential infrastructure, including WASH, education, and health facilities, in remote areas, alongside renewable energy solutions and emergency response support. This role operates within the UNOPS Myanmar 3PI team, contributing to sustainable development solutions.
Job Purpose
The Construction Management Engineer is responsible for providing comprehensive technical leadership throughout the construction delivery process, from initial site supervision to final testing and commissioning. This role ensures that all construction works are executed safely, adhere to project timelines, remain within budget, and strictly comply with approved designs, specifications, contracts, and Health, Safety, Social, and Environmental (HSSE) standards. A key aspect of the position involves strengthening the capacity of partners, contractors, and the project team to ensure successful and sustainable project outcomes. The engineer plays a crucial role in the successful implementation of infrastructure projects within UNOPS Myanmar's mandate.
Responsibilities
The Construction Management Engineer will lead day-to-day site supervision for civil, mechanical, and electrical works, verifying compliance with project documents and driving corrective actions for deviations. Responsibilities include planning and witnessing testing, pre-commissioning, and commissioning activities, and coordinating Operations & Maintenance training. The role involves applying Quality Assurance and Control procedures, managing non-conformities, and reviewing contractor progress, claims, and variations, preparing recommendations for payments. Maintaining comprehensive technical and contract files is essential. The engineer must enforce HSSE requirements, conduct risk assessments, and promote sustainability and inclusion. Tracking schedule, cost, scope, risk, and quality, producing regular site reports, and maintaining risk registers are key duties. Additionally, the role requires coordinating with stakeholders, providing technical direction to junior staff, and strengthening contractor delivery discipline. Knowledge sharing and participation in learning sessions are also expected.
Work Experience
Required experience includes work in building construction, site supervision, or infrastructure project management. Proficiency in quality control, monitoring, and reporting within construction projects is necessary, along with demonstrated use of collaboration and productivity tools. Experience in multicultural or UN system environments in developing countries, humanitarian contexts, and technical communication is desirable.
