Organizational Context
The United Nations Office for Project Services (UNOPS) Myanmar Country Office (MMCO) is a key partner in the country’s humanitarian and development efforts, managing several major development funds. The Access to Health (A2H) Fund, established in 2019, is a dynamic multi-donor pooled fund focused on improving health outcomes for vulnerable populations through a consortium model that enhances aid effectiveness and investment efficiency. The Fund Director operates within this context, contributing to the MMCO's strategic direction and senior management team.
Job Purpose
The Fund Director provides leadership and strategic direction to the Access to Health (A2H) Fund Management Office (FMO) within UNOPS Myanmar. Working under the supervision of the Country Director & Representative and in close coordination with the Fund Board and key stakeholders, the role ensures the effective delivery of the Fund’s mission and goals. This involves overseeing programme performance, managing financial integrity, fostering stakeholder relationships, and advocating for sustained external support for vulnerable populations in Myanmar. The position requires strong leadership and management capabilities to navigate complex environments and deliver tangible, impactful results in health service delivery and system strengthening.
Responsibilities
The Fund Director is responsible for comprehensive stakeholder management, building trust with the Fund Board, partners, and key stakeholders, and managing communications regarding fund activities. This includes advising partners, developing strategies to maximize fund impact, and representing A2H at meetings. Fund Office Management involves overseeing budgets, cash flow, expenditures, and ensuring financial integrity, fiduciary oversight, and risk management. The role also entails strengthening Monitoring & Evaluation (M&E) systems and ensuring effective administrative and procurement processes. Programme Performance and Delivery includes overseeing the effective and efficient implementation of A2H programmes, authorizing and monitoring work packages, and promoting good practices in programme design and M&E. Portfolio Integration and System Coherence involves contributing to the MMCO's "One Country Office" vision by reducing silos and fostering collaboration across funds and programmes. Finally, the role includes Advocacy and External Support, championing continued external support for vulnerable populations and communicating the fund's impact, as well as leading Knowledge Management and Innovation within A2H.
Work Experience
Requires at least 10 years of progressively responsible experience in public health programme/project management, with solid experience in understanding health systems and managing large health-related programmes strategically, including financial oversight. Experience working with the UN, NGOs, public sector, or civil society is essential. Experience in Myanmar, South/Southeast Asia, or conflict-affected areas, along with knowledge of public sector finance, procurement, grant-making, and health aid architecture, is desirable.
