The UNOPS Europe and Central Asia Regional Office (ECR) oversees operations across a wide region, supporting sustainable development through project management, procurement, and advisory services. The South East Europe Multi-Country Office (SEEMCO), based in Belgrade, implements projects in Serbia and neighboring countries, focusing on infrastructure, socio-economic development, and governance, often in partnership with national institutions and international funders like the EIB.
Job Purpose
The Lead Civil Engineer provides essential construction management expertise for the Four Clinical Centres in Serbia (FCCS) Project. This role is crucial for overseeing the completion of remaining Phase 1 infrastructure works and supporting the administrative closure of loan agreements. Concurrently, the engineer will contribute to the detailed planning and initiation of Phase 2 construction and modernization efforts, ensuring alignment with project objectives and stakeholder requirements. The position plays a key role in facilitating the successful transition between project phases and ensuring the continued technical assistance provided by UNOPS.
Responsibilities
The Lead Civil Engineer will manage stakeholder engagement with the Project Implementation Unit (PIU) and Ministry of Health, contributing to external reports for the EIB and other stakeholders. Responsibilities include coordinating the UNOPS technical assistance team, developing plans for design and construction activities, and identifying/mitigating construction-related risks. The role involves providing technical support for monitoring contractor performance, quality control, and the establishment of monitoring procedures. Additionally, the engineer will contribute to tender documentation, bid evaluations, and contract management for works and services. Ensuring construction activities meet time, budget, and quality standards, and supporting the preparation of project documentation and audits are key duties. The position also involves managing the project's technical team, fostering knowledge sharing, and ensuring adherence to local and international standards.
Work Experience
Required experience includes implementing and managing infrastructure projects, defining technical and design requirements, and managing infrastructure project risks in a multi-stakeholder environment. Experience within the UN system or similar international organizations, contract management, knowledge of FIDIC contracts, and establishing HSSE procedures are desirable.
