Application Management Lead - Learning Management Platform
Organizational Context
UNOPS, through its East Asia and Pacific Multi-Country Office (EAPMCO), supports the World Health Organization's Academy. This role operates within the WHO's Information and Digital Technologies (IDT) department, managing the Academy's learning technology platform. The Academy is a global initiative focused on enhancing lifelong learning for health workers worldwide, utilizing digital and remote learning technologies.
Job Purpose
The Application Management Lead is responsible for originating and developing new policies, techniques, and standards for the Learning Experience Platform (LXP). This role involves innovating novel approaches to solve complex problems, providing expert advice on program development, and driving transformative change within learning technology. The Lead will direct teams, advocate for new ideas, and ensure the LXP effectively meets business requirements and enhances the learner experience. This position is crucial for advancing the WHO Academy's mission of improving global health education through advanced learning solutions.
Responsibilities
The Application Management Lead will oversee the full lifecycle of application development for the Open edX platform, including custom development and enhancements, ensuring adherence to coding standards and DevOps practices. Responsibilities include managing software development processes from requirements to service transition, designing integration patterns for APIs and data systems, and defining data architecture. The role also involves implementing reliability engineering practices, overseeing observability across all LXP layers, and enforcing security and compliance measures. Additionally, the Lead will manage operational processes for services like incident and request fulfillment, ensure high availability of the application layer, and contribute to the open-source community while staying updated on emerging e-learning trends.
Work Experience
Required experience includes software architecture and development, with at least 3 years in large-scale, cloud-native Open edX platforms. Expertise in microservices, containerization (Kubernetes/OpenShift), CI/CD automation, Python (Django), Node.js, and modern JavaScript frameworks is essential. Proven experience with relational and NoSQL databases, search/analytics tools, and caching is necessary. Familiarity with event streaming, workflow orchestration, and LTI/SCORM/xAPI standards, along with enterprise security and data governance, is required. EdTech or large-scale learning platform experience is desirable.
