Job Purpose
The Electrical Engineer Specialist will provide expert technical support for Battery Energy Storage Systems (BESS), high/medium voltage substations, and power systems to the UNOPS multidisciplinary team. The primary objective is to ensure the quality, consistency, and feasibility of technical and procurement documentation throughout the preparatory stages, tender management, and subsequent contract monitoring for EPC projects and their supervision. This role is crucial for the technological modernization and implementation of the BESS project at ELECTROPERU S.A.'s Mantaro Production Center, focusing on electrical and electromechanical components.
Responsibilities
The role involves supporting the preparation and validation of procurement processes, including reviewing and updating technical specifications and terms of reference, conducting market studies, and validating procurement budgets from a specialized perspective. The engineer will define bidder qualification parameters for execution and supervision tenders and contribute to the tender schedule and technical planning. During the tender and award process, the engineer will review project documents and tender documents, participate in evaluation committees, and contribute to the overall tender results report. Post-award, responsibilities include supervising the quality and compliance of detailed engineering, monitoring EPC contract progress across various phases (manufacturing, civil works, assembly, substation connection), and resolving design queries. Support will also be provided for pre-commissioning and commissioning tests, including FAT and SAT protocols, and frequency regulation tests before commercial operation.
Work Experience
A minimum of 2 to 4 years of experience in the energy sector (generation, transmission, power plants, or medium/high voltage substations) is required, depending on the academic degree. Specific experience in the design, review, or implementation of Battery Energy Storage Systems (BESS) or plant hybridization with storage is essential. Experience in large-scale projects (10 MW or Utility scale), public procurement under EPC/turnkey modalities, or working as an Owner's Engineer or Lender's Technical Advisor (LTA) is desirable.
