Organizational Context

UNOPS, the operational arm of the UN, supports partners in peacebuilding, humanitarian, and development projects globally. The Geneva office facilitates the 2030 Agenda, providing management solutions for health, nutrition, and environmental initiatives. This role supports UNICEF's Digital Inclusion team, focusing on accelerating access to digital infrastructure for children worldwide.

Job Purpose

This role serves as the operational backbone for UNICEF's Digital Inclusion team, working closely with program leadership. The primary purpose is to develop an internal strategic narrative guiding decision-making, design and steward a governance model for accountability in a matrix environment, and manage the ClickUp delivery platform as the system of record for project execution and performance visibility. The position requires collaboration with cross-functional teams and stakeholders, balancing strategic engagement with hands-on operational tooling and process management to enhance delivery effectiveness and coherence.

Responsibilities

Key responsibilities include developing a clear and actionable strategic narrative for Digital Inclusion priorities to guide decision-making and delivery coherence. The role involves designing and institutionalizing a practical, system-enabled governance model that ensures clarity, speed, and accountability within a matrix delivery environment. Ownership and evolution of the ClickUp delivery platform are crucial for project execution, governance, and performance visibility. Additionally, the role entails designing and implementing a lightweight, scalable delivery framework to balance consistency with flexibility, driving alignment and completion of SOPs through consultation, and providing coaching to project and team leads on structuring, scoping, and execution clarity.

Work Experience

A minimum of 7 years of relevant professional experience is required, including experience in delivering capacity-building for management information and project management systems, and scalable program delivery processes. Expertise in project management systems, data modeling, workflow design, API development, and user administration is essential. Experience coaching managers and building delivery capability within matrixed teams is also required.
