Procurement Advisor - Quality and Risk Management
Organizational Context
The UNOPS Africa Regional Office supports over 250 projects in 40 countries, focusing on fragile settings. The Central Africa Multi-Country Office (CAMCO), based in Yaounde, Cameroon, manages a portfolio of nearly $400 million across 14 countries, delivering technical assistance and capacity-building in sectors like infrastructure, health, and procurement. This role is within CAMCO, contributing to its strategic growth and operational support.
Job Purpose
The Procurement Advisor, reporting to the Head of Support Services, is responsible for providing efficient and effective procurement advisory and management services. The role ensures best value for money through competitive, equitable, and transparent processes, adhering to UNOPS regulations. Key functions include developing and implementing operational strategies, managing procurement processes, developing procurement strategies and reporting, promoting knowledge sharing in procurement, and supervising the procurement team. The advisor's effectiveness directly impacts regional and project success, ensuring timely and responsible service delivery that enhances UNOPS' credibility as a development partner.
Responsibilities
Develop and implement operational strategies for procurement within CAMCO, ensuring alignment with UNOPS policies and promoting harmonized approaches across programs. Standardize procurement practices, develop Standard Operating Procedures (SOPs), and integrate sustainability, diversity, and gender initiatives. Manage stakeholder engagement to understand needs and plan initiatives. Provide strategic advice on tender design and contract strategy, and establish a robust risk management framework for procurement activities. Plan, develop, and manage the MCO's procurement activities to ensure quality services for effective program implementation. Analyze complex procurement requests, determine appropriate strategies, and oversee their execution. Supervise, coach, and guide procurement processes, ensuring quality assurance and supporting committee reviews. Lead contract negotiation and termination processes, define Key Performance Indicators (KPIs), and ensure compliance with institutional rules. Develop category management strategies, manage supplier directories, and implement consolidated monitoring mechanisms for procurement activities. Organize training for staff and suppliers, codify best practices, and contribute to knowledge networks. Lead and coordinate the procurement team, fostering teamwork, accountability, and professional development.
Work Experience
A minimum of 7 years of experience in national or international procurement/supply chain management is required, preferably within governmental or international financial institutions, UN agencies, or other international development organizations. At least 3 years of experience in team supervision and strategic advisory to management is also required. Grant management experience is desirable.
