Senior Project Manager
Organizational Context
UNOPS Myanmar, part of the Asia Pacific Regional Office, manages significant development programs and acts as the Principal Recipient for the Global Fund. The 3PI unit focuses on infrastructure and procurement projects, particularly for internally displaced persons and host communities, aiming to build resilience through essential infrastructure and humanitarian aid in remote areas.
Job Purpose
The Senior Project Manager (Implementation) is accountable for the end-to-end management of projects, from initiation to closure, under the guidance of the Head of Programme. This role ensures the successful delivery of projects within defined tolerances for time, cost, scope, quality, risk, and benefits. The Senior Project Manager acts as the primary liaison with donors, partners, and beneficiaries, ensuring adherence to contractual obligations and UNOPS standards. A deep understanding of project planning, implementation, monitoring, and control is essential for managing stakeholder expectations and ensuring project outputs align with legal agreements and contribute to partner objectives.
Responsibilities
Project Delivery and Performance: Develop and implement comprehensive project plans, manage resources, and ensure the quality of work packages and deliverables. Monitor progress, control variances, and manage changes, while proactively identifying and mitigating project risks to maximize stakeholder benefits. Advocate for UNOPS services and identify growth opportunities.
Procedures: Ensure compliance with UNOPS policies, financial regulations, and local laws. Maintain accurate project documentation, manage reporting obligations, and support audit activities. Adhere to ethical standards and manage delegated authority responsibly.
Monitoring and Reporting: Establish results frameworks and M&E plans, track project results, and prepare regular financial and progress reports. Analyze delivery data and ensure team members update milestones.
Stakeholder Engagement: Develop and execute stakeholder engagement strategies, build strong relationships with the project board, clients, and key stakeholders, and manage communication effectively.
Quality Assurance: Ensure projects meet audit requirements and coordinate quality reviews of documents and deliverables.
Knowledge Management and Innovation: Foster a learning environment, share lessons learned and best practices, and contribute to the continuous improvement of UNOPS policies.
Personnel Management: Organize and lead project teams, provide guidance, manage performance, and ensure fair recruitment and training practices, considering diversity and safety.
Work Experience
A minimum of 9 years of progressive project/programme management experience is required, with at least 5 years in humanitarian response, recovery, livelihoods, or related nexus areas. Experience in managing complex infrastructure and procurement projects in humanitarian contexts, risk management, and stakeholder engagement is essential. Strong writing and communication skills, along with team management experience, are necessary. Experience in multicultural environments or UN system organizations is desired.
