Organizational Context

UNOPS Middle East Region supports UNOPS operations across several countries, fostering strategic partnerships to address complex development, peace, and humanitarian challenges. The project office in Gaza focuses on humanitarian response and early recovery, including infrastructure, procurement, and project management. This role is within UN-Habitat's Business Development and Economic Empowerment Track in Jerusalem.

Job Purpose

The Business Development Expert will lead the end-to-end development of a small sewing business initiative within the QUDSI-R4R project in Jerusalem. This involves creating and validating a business model, designing operational and production systems, developing a marketing strategy, and conducting a thorough feasibility assessment. The ultimate goal is to establish a market-driven, operationally feasible, and financially sustainable business that enhances economic resilience and income-generating capacity for beneficiaries, contributing to broader economic empowerment objectives.

Responsibilities

The role encompasses several key areas: developing an initial, hypothesis-driven business model defining value proposition, target customers, and product offerings; conducting market and competitive analysis to validate assumptions and assess demand using appropriate methods; designing a detailed operational and production plan including workflow, staffing, supply chain, and quality control; developing a comprehensive commercialization strategy covering sales channels, pricing, branding, and customer acquisition; and performing a thorough technical, operational, and financial feasibility analysis. Finally, the expert will consolidate all findings into a complete, implementation-ready business plan with a roadmap and key performance indicators.

Work Experience

A minimum of 7 years of relevant experience in business development, feasibility studies, and business planning is required with a Bachelor's degree, or 5 years with a Master's. Experience in market research, financial modeling, SME development, and income-generating projects is essential. Experience in light manufacturing or the garment industry is highly desirable.
