Job Purpose
The Security Officer is responsible for ensuring the safety and security of UNOPS personnel, assets, and operations within the framework of the United Nations Security Management System (UNSMS). This role involves providing technical, operational, and advisory support, focusing on security risk management, incident response, and promoting personnel safety awareness. By adhering to global security standards, local regulations, and organizational policies, the Security Officer contributes directly to the secure and effective delivery of UNOPS projects and operations in Syria, ensuring compliance and mitigating potential threats.
Responsibilities
The Security Officer provides advisory and technical support by reinforcing security risk management in all operations, assisting with Security Risk Assessments (SRAs), and integrating security into project planning. They develop and implement security plans, advise on local threats, and contribute to business continuity. In security operations, they review project proposals, coordinate with UNDSS and other UN agencies, implement security policies, and oversee security operations for missions and events. They manage incident reporting, maintain records, liaise with local security entities, and ensure compliance with Residential Security Measures (RSMs). For personnel safety, they conduct security briefings and training, manage emergency communication protocols, and provide guidance on travel safety. Administratively, they prepare security reports, manage security equipment, and support budget preparation. They also supervise security personnel and promote knowledge sharing on security topics.
Work Experience
Required experience includes security management, law enforcement, or military roles, with a strong emphasis on security risk assessment, crisis management, and coordination with UNDSS or UN field security structures. Proficiency in collaboration tools like MS Office and web-based management systems is also necessary. Experience in multicultural or developing country environments, particularly within the UN system or in humanitarian contexts, is desirable.
