Project Manager (Infrastructure)

Organizational Context

The United Nations Office for Project Services (UNOPS) operates across Africa, focusing on fragile and conflict-affected settings. In South Sudan, UNOPS has supported critical infrastructure projects since 2005, enhancing access to essential services and livelihoods. This role is within the Horn of Africa Multi-Country Office (HAMCO), based in Juba, South Sudan, contributing to the region's development through project management, procurement, and infrastructure services.

Job Purpose

The Project Manager (Infrastructure) is pivotal in the effective delivery and daily management of diverse infrastructure projects, including physical assets and technical outputs across sectors like education, health, and transportation. This role serves as the primary liaison with donors, partners, and beneficiaries, ensuring strict adherence to contractual obligations and UNOPS performance standards. Acting on behalf of the Project Board, the Project Manager is accountable for ensuring that all project deliverables are met within the agreed tolerances for time, cost, scope, quality, risk, and benefits, thereby contributing to the achievement of development outcomes in South Sudan.

Responsibilities

The Project Manager is responsible for comprehensive project delivery and performance, including developing and implementing project plans, managing infrastructure designs, and ensuring sustainability dimensions are embedded throughout the project lifecycle. This includes managing the production of outputs, ensuring quality compliance, liaising with suppliers, and controlling project variances. The role involves identifying and mitigating project risks, reporting potential opportunities, and adhering to UNOPS policies, financial regulations, and ethical standards. Key duties also encompass maintaining project documentation, supporting audits, and managing reporting obligations. Furthermore, the Project Manager will develop and execute stakeholder engagement strategies, foster strong relationships with the project board and clients, and ensure effective communication. Personnel management, including team leadership, performance management, and recruitment, is also a critical aspect of this role, ensuring safety and security compliance.

Work Experience

Required experience includes implementing and managing infrastructure projects in developing or post-conflict environments, defining technical and design requirements, managing project risks, and applying quality assurance methodologies. Experience in multicultural or UN system environments, development/humanitarian contexts, contract management, and procurement strategy development is desirable.
