The UNOPS Global Portfolios Office (GPO) delivers impact worldwide, supporting sustainable development, climate action, and peacebuilding in challenging environments. The New York Portfolios Office (NYPO) manages UNOPS' New York-based portfolios, providing project management, procurement, HR, and financial services to global partners. The Peace and Security Cluster (PSC) within NYPO focuses on mine action and explosive hazards, implementing projects with comprehensive management and oversight.
Job Purpose
The Support Services Manager (SSM) is responsible for providing integrated leadership and coordination of programme support services within the UNOPS South Sudan Programme. This role ensures the effective management of HR, procurement, finance, administration, ICT, and compliance functions, adhering to UNOPS rules and standards. The SSM's primary objective is to enable the efficient delivery of programme objectives in a complex operational environment, contributing directly to the success and visibility of UNOPS projects and its standing as a partner in sustainable development.
Responsibilities
The Support Services Manager provides operational leadership, advisory, and technical support across various functions including finance, HR, procurement, health, safety, security, environmental management, ICT, and administration. This involves monitoring teams and operations to ensure compliance with UNOPS rules and standards, while continuously improving client service. The role supports project planning and coordination, including budget preparation and financial monitoring, and manages procurement and grant issuance processes, promoting equitable access for diverse suppliers. Financial and compliance management ensures adherence to financial regulations, and HR management oversees recruitment, performance, and capacity building, fostering an inclusive work environment. The SSM also manages administrative services, IT infrastructure, and asset management, while contributing to knowledge management and introducing best practices.
Work Experience
Requires relevant managerial leadership experience in at least two of the following areas: procurement, finance, logistics/asset management, or HR. The last three years must include staff and operational systems management. Experience in hardship duty stations and willingness to travel are also required. UN system experience, particularly in a field office context in the Global South, is desirable.
