Job Purpose
The Procurement Senior Officer is responsible for developing and implementing strategic, effective, and compliant procurement services for technically complex goods, services, and works. This role ensures adherence to international best practices, UNOPS rules, and financial regulations, while managing risks and achieving value for money. The position involves analyzing procurement regulations, providing solutions for complex issues, and understanding procurement policy application. Key contributions include strategic relationship building, demand management, market analysis, and knowledge sharing to drive cost reductions and savings, all while upholding the highest ethical standards and fostering a client-focused, results-oriented approach.
Responsibilities
Execute procurement activities in line with UNOPS rules, regulations, policies, and strategic frameworks, maintaining a client-focused system with effective internal controls. Collaborate with project managers on procurement plans and strategies, incorporating sustainability and value-for-money principles. Manage all phases of the procurement lifecycle, from planning and sourcing to contract management and issuance of purchase orders. Prepare and monitor procurement plans, review requirements for clarity and suitability, and coordinate solicitation processes (RFQs, ITBs, RFPs). Evaluate bids and proposals, participate in contract negotiations, and prepare submissions for committees. Draft Long-Term Agreements and contracts, and manage supplier rosters. Utilize e-sourcing tools and contribute to knowledge sharing by organizing training and disseminating best practices.
Work Experience
Required relevant experience includes advising on and implementing policies and procedures for complex procurement programs and strategies within international/multi-national organizations. Experience with collaboration tools (e.g., MS Office, G-Suite) and web-based management systems is also required. Experience in multicultural environments or UN system organizations, particularly in developing countries or humanitarian contexts, is desired.
