Job Purpose
The Communications Specialist will provide centralized, strategic communications support for the EU4BARMM programme, ensuring consistent messaging, technical accuracy, and high-quality outputs across all work packages. This role is crucial for building trust in and advancing public understanding of the Bangsamoro tri-justice system and the programme's broader development objectives. By consolidating communication requirements under a unified framework, the Specialist will reduce duplication and enhance the programme's credibility and public legitimacy. The position focuses on strategic direction, editorial oversight, and quality assurance, translating complex legal and institutional content into accessible formats for diverse audiences, thereby contributing to the programme's success and donor visibility.
Responsibilities
Develop and implement a programme-wide strategic communications framework aligned with objectives and donor visibility requirements, ensuring sensitivity to the regional context. Provide guidance on audience segmentation, messaging, and channel strategies. Offer strategic direction and editorial oversight for knowledge products, including policy briefs and case documentation, ensuring technical accuracy and accessibility. Oversee the documentation of programme activities and visibility materials, developing success stories and results narratives. Support the design of community-targeted awareness and advocacy materials, ensuring cultural appropriateness and linguistic accessibility. Provide targeted, on-demand communications support across work packages, advising on approaches and quality. Ensure compliance with donor visibility and UNOPS corporate communications standards. Establish and maintain a quality assurance process for all communications outputs, coordinating with technical advisors for accuracy and relevance.
Work Experience
Requires progressively responsible professional experience in communications, knowledge management, or public information within development, governance, or peacebuilding programmes. Demonstrated experience in developing and implementing strategic communications plans for complex programmes, translating technical content into accessible formats, and producing diverse communications products is essential. Experience providing centralized support across multiple work packages is also required.
