Organizational Context
The United Nations Office for Project Services (UNOPS) Asia Pacific Regional Office oversees operations in 17 countries, focusing on strategic leadership and operational excellence. The East Asia and Pacific Multi-Country Office (EAPMCO), based in Bangkok, supports 24 countries, implementing initiatives in areas like climate change and sustainable development. UNOPS Philippines, established in 2016, supports governance, justice, health, and infrastructure projects, emphasizing capacity building and SDG advancement.
Job Purpose
The Governance and Justice Communications Specialist will provide centralized, strategic communications support for the EU4BARMM programme, ensuring consistent messaging, technical accuracy, and high-quality outputs across all work packages. This role is crucial for building trust in and advancing public understanding of the Bangsamoro tri-justice system and the programme's broader development objectives. By consolidating communication requirements under a unified framework, the Specialist will reduce duplication of efforts and enhance the programme's credibility and public legitimacy. The Specialist will translate complex legal, institutional, and socio-political content into accessible formats, contributing to the programme's success and its alignment with Sustainable Development Goals.
Responsibilities
Develop and implement a programme-wide strategic communications framework, ensuring alignment with objectives and donor visibility requirements, while reflecting the unique socio-cultural and legal context of the Bangsamoro. Provide editorial oversight and strategic direction for knowledge product development, including policy briefs and case documentation, translating complex legal concepts into accessible formats. Guide the documentation of programme activities and develop visibility materials, success stories, and results narratives. Design and develop community-targeted awareness and advocacy communications, ensuring cultural appropriateness and linguistic accessibility for diverse groups. Offer targeted, on-demand communications support to work package teams, ensuring accurate representation of technical content. Ensure compliance with donor visibility and UNOPS corporate standards, and provide communications inputs for reporting and external engagement. Establish and maintain a quality assurance approach for all communications outputs, validating technical legal accuracy and ensuring gender-responsiveness.
Work Experience
Requires progressively responsible professional experience in communications, knowledge management, or public information within development, governance, or peacebuilding programmes. Demonstrated experience in developing and implementing strategic communications plans for complex programmes, translating technical content into accessible formats, and producing diverse communications products is essential. Experience providing centralized support across multiple programme components is also required.
