Country Programme Manager
Organizational Context
The Horn of Africa Multi-Country Office (HAMCO) of UNOPS, based in Addis Ababa, manages projects across Djibouti, Ethiopia, South Sudan, and Sudan, focusing on health, agriculture, and economic development. Since 2009, it has partnered with governments to implement impactful initiatives. UNOPS has supported South Sudan since 2005 with critical infrastructure projects to improve essential services and livelihoods, focusing on roads, schools, and health facilities, alongside procurement and operational support.
Job Purpose
The Country Programme Manager provides essential leadership and strategic direction for the UNOPS programme in South Sudan. This role is crucial for ensuring the effective delivery of projects, robust performance management, and high levels of partner satisfaction. The Manager oversees the Programme Management Office (PMO), Project Managers, and other delivery teams, driving the adoption and adherence to organizational standards and best practices in Portfolio, Programme, and Project Management (P3M). This leadership ensures that all activities align with UNOPS' mission, contributing to the country's development goals and the Sustainable Development Goals (SDGs) with excellence and client satisfaction.
Responsibilities
The Country Programme Manager is responsible for overall Country Programme Leadership and Governance, ensuring adherence to UNOPS policies, standards, and best practices in project management. This includes implementing governance and assurance practices, leading the PMO, and managing the timely and cost-effective implementation of the country programme. The role involves coordinating risk identification and mitigation, providing direction to Project Managers, and developing performance metrics. In terms of Delivery and Performance Management, the Manager oversees the implementation of programme management systems, ensures projects meet mandatory requirements, and monitors progress against plans and partner commitments. Partnership Management involves cultivating strong relationships with stakeholders, overseeing communication, and ensuring client satisfaction. Programme Planning and Coordination includes supporting the development of programme documents, facilitating consultations, and mainstreaming cross-cutting issues like Gender Equality and Social Inclusion (GESI). Finally, Team Leadership involves managing programme resources, leading and motivating teams, ensuring adherence to ethical standards, and fostering a positive and inclusive work environment.
Work Experience
A minimum of 7 years of experience managing multiple projects/programmes is required, along with at least 2 years of experience managing multi-disciplinary teams and 2 years of experience developing new projects in humanitarian, development, or peace contexts. Experience in post-conflict environments and with UN organizations is desirable.
