Organizational Context
The UNOPS Europe and Central Asia Regional Office (ECR) manages operations across a wide region, focusing on sustainable development in areas like environmental management. The South East Europe Multi-Country Office (SEEMCO), based in Belgrade, supports multiple countries, including North Macedonia. The Skopje Project Office specifically addresses environmental challenges in North Macedonia, such as pollution, and supports EU accession goals.
Job Purpose
The Lead Environmental Engineer provides crucial technical expertise for environmental cleanup activities, ensuring compliance with national legislation and standards. This role involves reviewing environmental impact assessments, remediation plans, and contractor submissions. The incumbent will also contribute to permitting processes, quality assurance of remediation works, and the overall monitoring and reporting of project progress. The position directly supports the remediation of a significant industrial pollution hotspot, aiming to reduce environmental and public health risks.
Responsibilities
Provide expert technical guidance on environmental remediation, including site assessment, risk analysis, and implementation planning. Ensure strict adherence to national and international environmental laws, permitting requirements, and institutional procedures. Review and evaluate environmental impact assessments, remediation plans, and contractor technical documentation for regulatory compliance. Offer specialized environmental engineering support for the OHIS Industrial Site Clean-Up project. Participate in technical bodies to facilitate project approvals and smooth implementation. Supervise on-site remediation activities, verifying technical compliance with designs and standards. Assist in developing detailed project work plans and technical specifications. Support monitoring of remediation activities and report on technical implementation issues. Engage with national authorities and contractors, and participate in technical groups to address site-specific concerns. Collect, analyze, and report environmental data to stakeholders. Contribute to Environmental Management Programmes and site-closure plans. Provide technical support on permitting, regulatory compliance, and remediation challenges. Review air monitoring plans and results, and advise on soil sampling and laboratory testing. Share technical knowledge and promote best practices in environmental management.
Work Experience
A minimum of 5 years of experience in environmental remediation, site assessment, and risk management is required. Desired experience includes international environmental projects, hazardous waste management, navigating national environmental permitting processes, and air pollution assessment.
