Job Purpose
The Infrastructure Specialist provides crucial technical advisory and coordination support to infrastructure Project Managers throughout the entire project lifecycle, from initial feasibility and design through to construction and final handover. This role ensures strict adherence to UNOPS corporate rules, procedures, and quality standards. The specialist offers expert technical advice and support for all infrastructure projects managed by the Amman Hub, contributing to the successful and compliant delivery of critical infrastructure initiatives in a complex humanitarian and development environment.
Responsibilities
The Infrastructure Specialist is responsible for providing comprehensive technical support and oversight for infrastructure projects. This includes advising Project Managers on planning, coordination, and monitoring of activities to ensure timely, cost-effective, and high-quality delivery. The role involves guiding quality assurance and control, supporting the development of infrastructure plans, and advising on feasibility studies and needs assessments. The specialist will provide technical oversight for tender documentation, assist in bid evaluations, and manage design processes, reviewing designs and liaising with relevant advisors. For construction, the role ensures alignment with scope, quality, cost, and schedules, supports effective quality control systems, and conducts site visits to monitor progress and identify issues. Additionally, the specialist will provide training on best practices, contribute to knowledge management, ensure compliance with corporate policies, and offer technical input for proposals and partnership support.
Work Experience
A minimum of six years of progressive experience in infrastructure design, project management, and implementation is required, with at least three years specifically as an Infrastructure Project Manager. Experience in developing or conflict/post-conflict countries, with the UN, or in the humanitarian sector is desirable.
