Organizational Context

The UNOPS Global Portfolios Office (GPO) in Geneva supports sustainable development, climate action, and peacebuilding globally. It provides comprehensive solutions in secretariat hosting, operational support, and fund management for various global partnerships and UN agencies. The office manages diverse programmes, including the Water, Environment and Climate (WEC) Portfolio, and offers project management, procurement, HR, and financial services.

Job Purpose

The Head of Programme (HoP) reports to the UNOPS Geneva Director, leading programme development, planning, and execution to achieve strategic results. This senior leadership role is crucial for enhancing UNOPS' capabilities in sustainable project management and its service delivery to partners and UN system stakeholders. The HoP ensures effective management across all funds, projects, and programmes within the Geneva portfolio, acting as the Project/Programme Executive and providing quality assurance and oversight, supported by the Project Management Office.

Responsibilities

The Head of Programme is responsible for overall programme governance, implementation, and monitoring, including project oversight and establishing/executing implementation plans. This includes supervising the Programme Management Office (PMO) to ensure adherence to UNOPS standards and best practices, and mentoring Project/Programme Managers. The role also involves providing advisory services to the Geneva Director on quality assurance and oversight for UNOPS Hosted Entities, managing programme resources (human and financial), and developing strategic partnerships through networking and advocacy. Additionally, the HoP will contribute to knowledge management and innovation by incorporating best practices and leading capacity-building initiatives.

Work Experience

A minimum of 10 years of combined strategic and managerial leadership experience in social development, business development, executive management, or programme management planning and operations within a large international or corporate organization is required. Experience in multicultural environments or UN system organizations is desired.
