Job Purpose
The Monitoring and Evaluation Specialist provides crucial on-demand technical M&E support for the EU4BARMM programme, focusing on peacebuilding and governance in Mindanao. Operating within a crosscutting advisory role, the specialist ensures the consistent operationalization of the programme's Theory of Change and Results Framework across all tri-justice work packages. This involves guiding indicator development, monitoring tools, data collection, and quality assessment. The role is instrumental in generating evidence and learning to inform adaptive management, contributing to programme coherence and effective results reporting, while aligning with external requirements and donor expectations without assuming direct implementation responsibility.
Responsibilities
The Monitoring and Evaluation Specialist is responsible for operationalizing the programme's Theory of Change and Results Framework, ensuring logical consistency and alignment across work packages, and tracking contributions to SDGs. This includes advising on indicator development, monitoring tools, and data quality standards, particularly for complex justice sector contexts and gender-disaggregated data. The role provides targeted M&E technical assistance to work packages, validates outputs, and ensures consistent data flows. It supports M&E inputs for programme reporting, reviews, and evaluations, and facilitates knowledge management, learning, and adaptive management processes. Additionally, the specialist advises on aligning M&E frameworks with external reporting requirements, including those of UNDP-managed components, and coordinates with relevant teams.
Work Experience
Requires progressively responsible professional experience in M&E within development or peacebuilding programmes, including demonstrated experience in developing and operationalizing theories of change and results frameworks. Proven track record in indicator development, monitoring tool design, data quality assessment, and results-based reporting is essential. Experience facilitating learning processes and preparing M&E inputs for donor reports is also required. Desired experience includes working in rule of law or governance programmes in fragile settings, and familiarity with UN or EU-funded projects.
